A PRESS RELEASE ISSUED BY THE NIGERIAN COMMUNITY KIEV (NCK) UKRAINE.
We, the members of the Nigerian Community in Kiev Ukraine (NCK) wish to draw the attention of the President and commander in chief of the Nigerian armed forces, the Honourable Minister of External Affairs, The Permanent Secretary Ministry of Foreign Affairs, the Chairman-Senate committee on Foreign Affairs, the Chairman House of Representatives Committee on Foreign Affairs, to the embarrassing, undiplomatic behaviour and incompetence of Mr. Olarotimi Aderemi Ajayi –the current Charge d’ Affaires a. i. Nigerian Embassy Kiev, Ukraine.
Mr. President had demonstrated his commitment to use the best resources available to Nigeria by appointing representatives to serve in different organs of the executive arm of government for the betterment of the lives of Nigerians and the Nigerian economy. This is different in Mr. Ajayi’s case as he is busy pursuing selfish ends and self-deceit. His personal interest is supreme to that of the government that appointed him and Nigerians. The Nigerian mission in Kiev instead of following the course laid-down by the President and catching on its gains, have resolved to become a source of negative promotion to Nigeria and Nigerians.
It is obvious that such trend shall render the current efforts and resources been expended by the Federal government to uplift the image of the country and thus positioning the nation to have a competitive edge for the attraction of direct foreign investment unproductive. Secondly, on the issue of illegal immigration of Nigerians to and through Ukraine, which has become an embarrassment to the Federal government, and has been creating a very negative image for Nigeria and Nigerians resident in Ukraine.
Though the NCK had earlier proposed to the Embassy, that the mission jointly with the NCK should take measures to arrest the issue of illegal immigration. The mission turned deaf ears to this, while it had decided to tactlessly play into the hands of the local law enforcement agencies.
One may wonder- at what price? Yet it is obvious that officers who can go to such extent as stealing and forgery could likewise betray their nation, the nation’s interest and the interest of her citizens for a fee. The NCK strongly condemns this approach and activities of Mr. O. A. Ajayi - The Charge d’ Affaires
Thus it is no wonder: That Mr. O. A. Ajayi instead of protecting the interest of Nigerians has compromised his position by ordering and effecting the arrest of (8) eight Nigerians with the help of the Ukrainian police, using the Nigerian Embassy’s Bus to convey these Nigerians to the police station and later imprisoned them from 15th August –6th December 2003 for being victims of human trafficking, irrespective of the advise that he should not do this to these Nigerians. This advice fell on deaf ears.
The traffickers were arrested and immediately released. How much was received for this service is left for Mr. Ajayi and his cohorts to mention. During this four months of incarceration, the charge d’ affaires a. i. and his staff neither thought it wise nor their official responsibility to visit and know about the welfare of these Nigerians- (Victims of circumstances) imprisoned by the Nigerian Embassy Kiev.
Yet the Ukrainian authorities made every effort to talk to the Embassy on the welfare and release of these Nigerians but as usual this met the deaf ears of the Nigerian government represented by Mr. O. A. Ajayi. This type of attitude necessitated the maltreatment of these Nigerians by the prison warders and their inmates. The warders reasoned that since their government threw them to jail and abandoned them they must be terrorists.
That it is unprecedented in the history of the Nigeria mission located in the former USSR; now Russia and other CIS that a Nigerian diplomat could be so incompetent, lack self-assurance and confidence, unpatriotic, selfish and heartless to visit such fate to those he is supposed to protect. That for selfish reasons the CDA has pushed the warm diplomatic relations between Nigeria and Ukraine to a frosty height due largely to his lack of ethics, self-respect and the finesse needed for such office he holds.
That Mr. Ajayi instead of mutually resolving these issues with the Nigerian community, has reduced his position as the CDA by sending false information to the Ministry of foreign affairs Abuja on such issues that could have been easily resolved on ground here in Ukraine by simply applying the right approach and using dialoguing. He chose sending false information to the home government to justify his colossal mistakes and misrepresentation of the Nigerian interest.
That while Mr. Ajayi busied himself with feeding the Nigerian government with false information, the Nigerian community Kiev took measures and secured the release of these Nigerians after unfruitful efforts to get the Embassy involved in securing their release. That Mr. Ajayi caused the separation of a Nigerian mother and her child of six, who was made to live under inhuman conditions at the Chancery of the Nigerian Embassy for four months. Could Mr. Ajayi take such a decision if his children were involved?
That Mr. Ajayi in his undiplomatic manners caused a letter to be issued intimidating the Nigerian community Kiev, and misinforming that the Federal government of Nigeria does not recognize the Nigerian community Kiev thus exhibiting His ignorance of the value Nigeria places on her citizens and that the Nigerian community is a legal entity duly registered in Ukraine by the Kiev department of Justice in accordance with the relevant Ukrainian legislations.
Furthermore, this ‘unrecognised organisation’ was at the forefront of activities that led to the establishment of this mission. The same organization jointly with the Nigerian Embassy in Moscow organized and held a reception for the Minister of state, Ministry of Foreign affairs during his visit to Kiev on 12th October 1997. The same community had been very instrumental to this same mission in getting settled at the early stages of opening the mission, in arranging meetings with local authorities and many more.
The Federal government if so wish may seek reference on the activities of the Nigerian community Kiev from the representatives of the government who had earlier served in this region in the past years Viz: Ambassador J. D. Chinade, Ambassador Sam. Edem, Ambassador A.J. Nanna, Ambassadors W. O. Akinsanya and J. U. Ayalogu and many others who had served in this region.
That the CDA has reduced his office to a thing of mockery as every resident of Kiev knows about the corrupt practices of the officers in our mission (inflation of rent contracts, telephone contracts, virtually all signed contracts are inflated while the second party make returns to the officers of the mission regularly) and total disregard for laws and regulation on money laundering. The mission though receives its regular allocations yet is indebted to the same parties, non payment of utility bills; while the Landlords and service providers know the extent of the inflation of these contracts. The eyes of the host country are watching all these. These facts shall be surely used against our country when the need arises. This is an issue of State security. We do pray the federal government shall see this as such now and not later, when it might be too late.
Mr. Ajayi’s lack of self respect and respect for others have pushed him further to dictate to the Nigerian Community Kiev how to run its affairs. It is right to note here that some members of the community are more qualified intellectually and more matured in approach to give Nigeria a better representation in Ukraine. His incompetence and disregard to the community made him think it wise to meddle in the affairs of the NCK. As a way to massage his ego he has threatened to deal with the executives of the NCK using state agencies such as the SSS, FIIB and police boasting that he is well connected in Nigeria. Though we are not panicked at all, but we have also noted these threats.
It is not uncommon that officers who are supposed to add value to the tax payer’s money used in maintaining them do atimes abuse such privileges and arrogate the powers of God to themselves. Mr. Ajayi’s case is one of such. Knowing the gravity of his misdeeds Mr. Ajayi is now trying to deny that he ordered the arrest of these Nigerians who were detained for four months. These victims, members of the NCK, the local police and the prison authorities are living witnesses to this act. Truth will always prevail.
That due to Mr. Ajayi’s conduct, the Government today has to handle a case that could cause reduction of National productivity and bring about serious public health problems since these Nigerians were released from prison with various contagious diseases. That as a man of unhealthy character and vindictive, Mr. Ajayi has embarked on victimization and issuing of immediate letters of termination of appointment to Nigerian locally recruited Staff working in the Embassy whose offences are nothing other than their membership to the Nigerian Community Kiev.
That Mr. Ajayi has warned that the President Chief Olusegun Obasanjo and the Honourable Minister for Foreign Affairs Ambassador Oluyemi Adeniji are from his home state and as such nothing will happen to him. That Mr. Ajayi has said time without number that he would have no regrets if the Embassy in Kiev is down-graded or closed entirely; a true manifestation of his insensitivity to the interest of Nigeria and Nigerians.
In view of the above, we demand: That Mr. Ajayi should be recalled back home without delay to avoid further embarrassment. That the Minister of Foreign Affairs should send a delegation to Kiev to investigate the issues raised; That Mr. Ajayi should be disciplined as the rule stipulates; That the Federal Government should explain to Nigerians in Kiev their offence, why the Federal government has decided to disown them as contained in the letter ref. ENK/85/NC/Vol.I of 3rd. December 2003 sent to the Nigerian Community Kiev through the Nigerian Embassy, Kiev. That the disaffection created by Mr. Ajayi and like minds in the Embassy is not only a huge embarrassment to Nigeria and Nigerians in Ukraine, but also a dent to the fine officers in the Ministry of foreign affairs. That staff of the Embassy should be advised to stop meddling in the affairs of the NCK. That the federal government should timely come to the aid of these Nigerians who are victims of human trafficking. Furthermore, we appeal to the Federal Government to take measures to curb illegal immigration from Nigeria to and through Ukraine.
We suggest that the government should take all necessary measures including the following to stop this international crime which today stands as embarrassing as terrorism and Narcotics: Repatriation of Nigerian illegal immigrants presently in Ukraine; Through the law enforcement agencies and the immigration services take measures to stop these acts or at least reduce them; Institute anti-corruption campaign in these agencies of government thus hindering these agencies from helping to facilitate these crimes Institute public awareness programmes in Nigeria on the dangers of illegal immigration, Take measures to bring to book the Nigerian human traffickers located in Nigeria and Ukraine; Alert the Ukrainian government on joint responsibility on this issue and to take same measures to bring to book Ukrainian traffickers involved in this crime with these Nigerians.
We also suggest that the federal government should give consideration to the peculiarities of the region while appointing Ambassadors and Ministers to the Embassy. Sufficient attention should be given to their intellectual and leadership capabilities. Likewise knowledge of host country’s language, culture and mentality need be given adequate attention. If Countries like USA, Germany, Britain, e.t.c, could post Ambassadors and officers who fluently speak the local language, why should Nigeria not do the same. Surely these countries would not have made such appointments if there were no real benefits.
Moreover Nigeria is better positioned to do this considering the number of personnel trained in the former USSR right from the 1960s up to date. The NCK shall continue to play her responsible role to discourage illegal immigration and all such other issues that may damage the image of our Nation as a civic organization. The NCK will sponsor public paid adverts in Nigerian and Ukrainian media to discourage human trafficking and explaining the damages been done to those involved. Finally, the NCK as a concerned Nigerian organization in Ukraine shall not tolerate the embarrassing activities of the CDA-Mr. O.A. Ajayi any further. Should the Federal government fail to re-call Mr. Ajayi in earnest; the members of the Nigerian Community Kiev shall otherwise make sure that Mr. Ajayi leaves Kiev, Ukraine without further delay. . ENOUGH SHOULD BE ENOUGH. LONG LIVE THE FEDERAL REPUBLIC OF NIGERIA. LONG LIVE NIGERIAN COMMUNITY KIEV UKRAINE.
