NO TO GOVERNOR JAMES IBORI'S CONTRAPTION ! By ITSEKIRI NATIONAL YOUTH COUNCIL NO 94 AJAMIMOGHA ROAD WARRI-DELTA STATE
Representatives of the Itsekiri National Youth Council from all the three Itsekiri Local Government Areas of Warri North, Warri South and Warri South West Local Government Councils of Delta State, and other parts of Nigeria met at the Community Hall, Ugbuwangwe in Warri South Local Government Area on Monday, 12 April, 2004. The emergency convention had in attendance, representatives of all youths organizations in Itsekiri land, Community Based Organizations, the National Association of Itsekiri Students, members of Association of Internally Displaced Itsekiris, women organizations and Itsekiri Professionals among others. The convention had as its agendum, the recently introduced administrative concoction, tagged " Development Committees" by the Government of Delta State.
Convention –In-Session note with dismay this strange administrative phenomenon, which came as a bill from the executive arm of government and sent to the Delta State House of Assembly and same was speedily passed into law with such amendments which does not only partitioned Itsekiri lands; but gave same to judicially pronounced customary tenants, and got the Itsekiri Nation unredeemably balkanized and decimated in all ramifications.
Convention –In- Session note with dismay the extent to which the executive and legislative arms of government in Delta State could denigrate their constitutional responsibilities to the point of trampling and throwing overboard long settled judicial pronouncements, historical facts, constitutional provisions and cartographic facts simply because Governor James Ibori would want to satisfy the whims and caprices of the Urhobo Progressive Union and their ally, the Ijaw National Congress in their much vaunted desire for expansionism at the expense of the Itsekiri People.
Convention –In –Session took a critical look at this strange administrative/political innovation by Governor James Ibori, and the Urhobu/Ijaw dominated State House of Assembly and consequently came to the conclusion that both arms of government have gone beyond such rational limit to the point of totally negating the letters and spirit of the 1999 constitution; more so when in a state comprising of five distinct ethnic groups, one is being singled out for a particular law of limitless punitive nature. Such policy in the view of convention has no place in modern societies generally governed by the principle of the rule of law; except a deliberate effort is now being put in place by the Delta State Government for orchestrated regression into the middle ages mode of governance, and thus adopt same in all its crudity.
Convention-In-Session note that even though there are three Itsekiris in the State House of Assembly, and a few in the executive arm of government, they are not in position to positively influence and prevent the Urhobo/Ijaw dominated government of Delta State from treading along its chosen ethnocentric path strewed with hate and anti-Itsekiri thought patterns and world-view. After a thorough deliberation, Convention-In-Session resolved as follows; The Itsekiris reject in its totality any attempt by the Delta State Government to balkanized Itsekiri Lands, more so that all such lands belong to the Itsekiris as pronounced by the Courts of competent jurisdiction and historical facts. Consequently, everything about the newly introduced "Community Development" by Governor James Ibori and the Urhobo/Ijaw dominated State House of Assembly is rejected in its entirety, and thus we Itsekiris will not be bound by it. In the light of the above, all Itsekiris are hereby directed to reject any appointment from the Delta State Government if such falls within the ambit of the "Community Development" contraption. In view of the overwhelming influence of Governor James Ibori to direct the State House of Assembly to kowtow to his desire, and also that the issues at stake precede either the appointment or electoral victory of all the Itsekiris in the Delta State Government, Convention-In-Session note painfully that such individual Itsekiris as human persons are overwhelmed by political and pecuniary machines of Chief James Ibori and the Ijaw/Urhobo dominated government of Delta State, and as such they do not share from the blame and shame of this conspiratorial injustice perpetuated by Governor Ibori and his mentors. In the light of the above, Convention directs its Executive Council to use all legitimate means to stop this orchestrated 2004 imperialism and colonization of the Itsekiri lands by the duo of the Ijaws and Urhobos using the instrumentality of the Delta State Government. It note with pride that the Itsekiris has never in history been defeated by any of its neighbor, and it cannot be till eternity. Convention-In-Session calls on the Federal Government of Nigeria to immediately release the White Paper on the Danjuma Committee on Warii Crises. Finally, Convention-In Session resolved that it is time for the Itsekiris to put everything in place to get out of the Delta State geo-political configuration. To this end the Executive Council of the Itsekiri National Youth Council is hereby directed to put in place the necessary machinery for the Itsekiris to get out of Delta State political configuration to any of the two states that bound Itsekiri land
