Vehicle tracking devices

Excellency:
With all due respect, I would like to bring a matter to your esteemed
attention.
You may be aware that the Honorable Commissioner of Transportation, Mr.
Bosin Ebikeme, is pushing for allocations for installing
vehicle-tracking devices on Delta highways. The question is, whether
this idea is feasible. As if Delta Government has nothing else to do.
You might wish to kindly look into whether there has been any money
(i.e. bribery) involved in the move. If there's, then the situation
ought to be handled in the following manner.
Any Nigerian, involved in the move, should be persuaded, under threat of
prosecution, to give the money back to whoever offered it.
Any non-Nigerian, if involved in the move -- after his current
citizenship status is properly verified (regardless of whatever document
he may have in his possession) by the appropriate foreign embassy in
Nigeria -- should be deported from the country. The federal government
(of Nigeria) may assist you in this endeavor.
